Speaker 1 said the change was suggested by a Cambridge resident and would reduce complaints from people who drive through town to report distant properties. Several council members favored limiting complainants to neighboring parcels or a radius around a parcel; staff suggested using a GIS buffer to implement the approach and offered to prepare sample buffers (for example, 150'/200 feet) to show how many properties would be included.
Staff (Speaker 3) cautioned that altering anonymity and complaint scope will require an ordinance amendment and that the proposal should be reviewed by the city attorney. The committee asked staff to draft ordinance language, produce sample buffers and return to the committee for review next month.
No ordinance was adopted; staff will consult the city attorney and prepare examples and proposed language for future consideration.
