At the committee meeting the city finance officer (Speaker 6) walked through agenda item E6, the proposed 2025 operating and capital budgets and next steps, reminding the council the final budget and levy would be before them at the Truth-in-Taxation meeting on Dec. 3.
Key changes staff noted included removing township road maintenance from the general fund after confirming the township will not participate, fixing formula errors in wages, and removing the city's Initiative Foundation contribution from the Economic Development Authority line after staff and council concluded the program did not deliver expected benefits.
On capital projects, staff updated the council on the state-aid review for the street plan and said that adjusting the state-aid request by roughly $200,000 kept the levy projections intact. Council members asked about Whiskey Road (north of Casey's) and whether resurfacing or a reconstruction would trigger assessments; staff clarified that assessments apply only to reconstruction projects while routine mill-and-overlay or seal coat work is not assessed.
Council reviewed CIP line items including a full replacement of the Clifford playground and skate-park funding. Staff said multiple bids will be solicited for a $66,000 exterior doors/windows/siding item at the community center and that any unused budget would roll back into reserves.
No final budget vote was taken at the meeting; Speaker 6 said staff will bring the refined budget back to the council for formal adoption at the scheduled hearing.
