Council approves small water-billing credits after resident complaint about sod project

City staff acknowledged the contractor mistakes, confirmed the limited total fiscal impact, and recommended proceeding with the billing credits.
Council approved the credits without requesting additional budget changes. The matter will not require further action unless similar claims arise.
