Isanti Council awards $41,500 contract to tighten indoor arena roof bolts; scheduling, liability discussed

The Isanti City Council voted unanimously to award a contract to tighten and replace bolted connections on the interior roof of the Isanti Indoor Arena, accepting the low bid of $41,500 with a five-year workmanship warranty.
Staff introduced the item, saying, “Staff is recommending awarding the responsible low bidder, Mine Art Construction LLC with a bid of $41,500, who will also provide a 5 year warranty on the workmanship.” The council heard questions from the apparent low bidder and representatives of facility users about timing and safety.
Chase Mitre, owner/operator of Mitre Construction LLC, told the council he planned roughly 200 working hours and hoped to finish in a month but wanted clarity on practice schedules so he could avoid conflicts. Mitre said he would provide documentation: “in the contract that I'll provide a digital spreadsheet of every single bolt that's tightened.”
City staff and the city attorney recommended closing the facility while work proceeds for liability reasons; staff said closure would reduce safety risks and make the contractor’s work faster. Building official Andy Schroeder (Rum River Consultants) said the city would provide on-site oversight and would be available, noting the project is a repair and ``a permit isn't necessarily applicable.''
Council and BMX representatives negotiated limited access compromises for weekend events and discussed logistics including moving bleachers. City staff confirmed the city would handle moving bleachers if needed and that any reinstallation would require reinspections before reuse.
Councilors also discussed waiving or prorating rental fees for days the arena is closed; one councilor said lessees who lose access should receive pro rata discounts. After discussion the council approved the bill estimate and awarded the contract (motion: Councilman Lundin; second: Councilman Merrill). The motion carried 5-0.
Next steps: staff will schedule a preconstruction meeting with the contractor, Rum River BMX representatives, and city staff to finalize schedule and access, and the contractor will document work as agreed.
