Council approves variances, CIP assessment resolutions and personnel hires; first reading alters salaries and meeting time

Variance: The council approved a variance for 404 Fifth Avenue SE to reduce the required setback from 10 feet to 6 feet to allow construction of a 26×32 garage. The planning commission had recommended approval based on findings of consistency with the comprehensive plan; council moved and carried the approval.
Capital improvements and assessments: Staff presented the 2024 capital improvement project (CIP) assessments. Total improvement cost was stated as $2,572,913.15, with the city portion $2,295,462.30 and the amount to be assessed against property owners $277,450.85. Council adopted a resolution declaring costs and set a public hearing on the proposed assessments for Nov. 12, 2024.
Municipal state aid (MSAS): Staff also presented an updated resolution requesting advancement of MSAS financing for a portion of a Boulevard Street project. Due to earlier processing issues, staff requested updated figures and asked to advance $648,000 for the eligible portion; council approved the revised resolution.
Personnel: The council approved hiring Jeremy Jackson as a public works custodian (pay grade 7.4) after staff recommended that candidate. The council also considered a library hire recommendation (candidate name given as Wozontowski) during personnel reports. Motions to hire were made, seconded and carried with recorded 'aye' votes.
Ordinance first reading: Staff presented a first reading of an ordinance amendment to chapter 2 that would change the mayor's salary from $6,000 to $8,000 and council members' salaries from $4,000 to $6,000, effective Jan. 1, 2025, and move council meeting start times from 7 p.m. to 6 p.m. As a first reading, no council action was required.
Procedural votes on agenda items, minutes, and accounts payable were taken during the meeting and carried with recorded 'aye' votes. The council adjourned after completing scheduled business.
