Finance director Miss McElwain presented a package of 18 fiscal-year budget amendments to correct fund and department-level imbalances and to record late-year changes. The amendments covered transfers for former personnel salaries, legal-service overages, engineering and public-works adjustments, land acquisitions (properties on MLK and Farm Street), hotel-occupancy special projects (with a $40,000 donation offset), cemetery burials (higher-than-anticipated burial activity), and minor transfers for Hunters Crossing legal services.
Councilmembers expressed a need for time to review the amendments in detail (some members said they had not had experience reviewing a multi-item packet), requested a sit-down with the CFO and finance director, and voiced concern about drawing on fund balance for some elements. After discussion, Councilmember Plunkett moved and council seconded to table the ordinance; the motion passed by roll call and the amendment package was deferred for later consideration with staff follow-up meetings to provide additional detail.
