Bastrop awards $3.2M contract to widen and extend Agnes Street; GLO grant covers part of project

The Bastrop City Council voted unanimously Oct. 1 to award a construction contract for the Agnes Street extension project to Joe Bland Construction LLC, noting a not-to-exceed figure read into the record and the project scope to widen and extend Agnes Street and upgrade associated utilities.
Staff presented project background: the city was awarded a General Land Office (GLO) grant of $2,000,000 for the project; design work was previously contracted to Kimberly Horn; on Sept. 16 the city received five bids and recommended Joe Bland as the lowest responsible bidder. The scope includes widening Agnes Street from SH 304 to Blacktail Drive from two to four lanes, extending Agnes Street from Blacktail Drive to Sterling Drive, and installing water, wastewater and stormwater infrastructure along the alignment.
Mr. Rosales described funding and bid details and said some reallocation with GLO may be requested to cover waterline costs; he told council the city will request $436,810 be moved to GLO funding for the water infrastructure if the agency will allow it, which could return that amount to the city budget if approved. Staff stated a 360-day completion target so GLO grant funds can be expended within the grant timeline.
Councilmember Plunkett moved to approve the contract; Mayor Pro Tem Kirkland seconded and the motion passed on a unanimous roll call. City staff will issue the notice to proceed and coordinate construction oversight.
The contract award and project funding details were discussed on the record; the council did not add conditions beyond accepting staff’s recommendation to award to the low, responsive bidder.
