City Manager Sylvia and staff noted there is no current, explicit city policy that covers councilmember travel for affiliate organizations outside the typical events funded by the council budget (for example, TML conferences). The assistant city secretary confirmed a prior practice of booking rooms for certain board-related travel, but staff emphasized that council is the policy-maker responsible for setting boundaries and budget expectations.
Councilmember Lee said she had followed a longstanding process for reservations and that similar payments have been handled in prior years without objection. Several council members said they supported paying the immediate reimbursement and asked staff to draft a travel policy to be considered at a January meeting.
A public commenter urged the council to place policy language on an agenda item and to stop personalizing enforcement; council voted unanimously to approve the payment and to schedule policy discussion for January.
