The action followed a heated public-comment exchange in which several community volunteers described competing organizational claims over the local Little League charter. Cade Staton, who said he helped form a new board to restore insurance and registration, described the previous board’s failure to interleague and alleged a lapse in fall-season insurance. Jeff Prokop, identified as president of Bastrop Little League Inc. and BYBSO, disputed Staton’s account, saying the previously recognized organization had followed proper procedures and accusing the new group of self-appointing its board without following bylaws.
After hearing from Tim Bailey and community coaches, Mayor Pro Tem Kirkland moved to use the contract’s 30‑day cancellation provision and to direct the city manager to prepare license agreements that allocate field time proportional to the number of children who sign up with each qualifying entity by Jan. 31, after legal review. Councilmember Plunkett seconded the motion; the city secretary recorded unanimous approval.
City staff emphasized the council’s limited role: to mitigate liability and ensure equitable field access, not to adjudicate internal nonprofit governance disputes. Staff noted the city has an existing agreement with Bastrop Little League and referenced contractual and proportional clauses that influence field allocation; rentals and legal review remain part of implementation.
The council asked the city manager to return with the license terms following legal review and appropriate documentation; staff noted the city will ensure no child is excluded from play during the transition.
