Anderson County Commissioners on Sept. 23 approved awarding a hazard-mitigation grant contract for City of Elkhart generators to Mark Henderson (DBA Henderson Electric).
County emergency-management staff and the city's public-works director presented bid tabulations for a stand-alone generator at City Hall (bid listed at about $19,000 for the unit) and a towable portable generator for wastewater lift stations (bid about $89,000). The grant award originally approved was $79,000; staff said the combined bids exceeded that amount and that FEMA would be asked to modify the scope and budget to cover increased costs. "We do have a MOU for over cost, but we are able to go back with FEMA and make a request there for modification," the public-works representative said.
City staff recommended Henderson Electric; Commissioner Chapin moved to award both generator procurements to Mark Henderson (DBA Henderson Electric). Commissioner Hill seconded the motion; the court approved the recommendation and one commissioner registered an abstention.
County staff flagged that some bidders were out-of-area and that local contractors could be easier to reach for warranty or service issues. The record shows staff prioritized awarding to the low responsive local bidder recommended by the city's public-works director.
Next steps in the project include executing the contract, requesting FEMA scope/cost modifications as needed, and coordinating installation with Elkhart city staff.
