Court authorizes appraisal and begins broker solicitation for Civic Center property

The Anderson County Commissioners Court approved a professional services agreement with Stream Appraisals to appraise county-owned real property at 1819 Spring Street (the Civic Center). Commissioner Mann said the appraisal was requested after a prior closed-session direction to begin valuation work; he reported the appraisal team was on site and that the appraisal would determine fair market value as required under Local Government Code.
Judge and other commissioners reviewed statute language and discussed options for selling or leasing county real property, including sealed bids, public auction or using a broker under Local Government Code 263.008. Commissioner Mann said he had a draft broker agreement prepared in case the court chose that route; he reported Stream Appraisals' initial fee discussions and noted a reduced initial appraisal fee was offered.
The court approved the Stream Appraisals contract to obtain the required appraisal. Judge then made a motion (citing Local Government Code 263.008 A–E) to authorize the county auditor to solicit proposals from local brokers and to proceed with the broker method, subject to returning to the court after appraisal results. Commissioner Chapin seconded and the motion passed.
Judge emphasized the court will review appraisals when returned and may obtain a second appraisal for comparison before deciding whether to market the property or proceed to sale.
