Bell County court approves consent agenda, Clean Annex change orders, sheriff's office carpet contract and FSA administrator switch

The Bell County Commissioners Court on July 15, 2024, approved a routine consent agenda and several administrative and procurement actions, including architectural change orders for a county facility project, a carpet replacement contract for the sheriff's office and a change to the county's flexible spending account administrator.
During the consent agenda the court approved routine items read aloud by the presiding official: approval of minutes from the July 8, 2024 meeting; personnel and budget amendments; claims and juror pay; and multiple vehicle purchases. Notable procurement items on the consent list included a 2024 Chevy Malibu for $26,605 for the County Attorney's Office and repurposing an ordered 2024 police-package Tahoe as a K-9 unit with an additional upfit cost of $3,316.34 (bringing the unit total to $79,264.03) using forfeiture funds. The court also read several bids and awards to Silsbee Ford with itemized bid amounts for multiple truck configurations.
The court approved three change orders with Garcia Architects for the proposed Clean Annex: CO #1 for $70,500 for HVAC design changes; CO #2 for $17,700 for work on two satellite parking lots; and CO #3 for $6,000 for permitting assistance prior to awarding the general contractor. Commissioner Whitson moved to approve the change orders and Commissioner Minor seconded; a voice vote was taken and the presiding official announced the motion carries.
The court also authorized the County Judge to contract with Team Flooring under cooperative contract #61223 for carpet replacement at the sheriff's office not to exceed $76,855, with funds available in the FY2024 capital improvement project budget. Commissioner Schuhler moved for approval and Commissioner Woodson seconded; a voice vote carried the motion.
Finally, the court approved a transition of the county flexible spending account administrator from Ameriflex to American Fidelity, which S1 said would result in approximately $7,740 of annual savings to Bell County effective Nov. 1, 2024. Commissioner Schneider moved and Commissioner Schimmel seconded; a voice vote carried the motion. When asked, Commissioner Minor confirmed remotely that he voted in favor of the item.
