Commissioners decline to authorize Salado interlocal without ETJ/MOU; approve dumping-prevention grant and several facility contracts

Commissioners considered an interlocal agreement requested by the Village of Salado to allow county engineers to review and inspect construction of the Salado Center project that crosses municipal ETJs. Commissioners raised jurisdictional concerns because portions of the project overlap Belton’s ETJ; they stressed the county should not be obligated to accept infrastructure without a separate agreement and recommended Salado and Belton complete an ETJ swap or an explicit MOU first. After debate the court declined to authorize the county judge to enter the interlocal agreement without clearer ETJ and acceptance language.
Separately the court approved multiple staff-requested items:
- A resolution to submit a FY2025 solid waste grant application for $17,587 (no local match) to purchase 52 trail cameras for 48 sites, plus signage and a monitoring plan to deter illegal dumping; staff said camera placement can be adjusted post-award.
- Amendment No. 2 to MRB’s contract for the new engineer’s office in the amount of $7,900 to add geotechnical services.
- A contract with Target Solutions through the TIPS cooperative for $18,959.51 to repair water-damaged millwork and drywall in the county clerk’s break room.
- Authorization to contract for an extended parts-and-labor warranty (4 additional years to a 5-year total) for two new chillers at the Loop Jail with an associated budget amendment of $40,244; commissioners approved the amendment.
What happens next: Staff will request the ETJ/MOU language from Salado and Belton if the village wishes the county’s involvement; grant staff will submit the solid-waste application and return with award details; procurement and facilities will complete contracts and process budget amendments.
