Bell County court approves final plat for Mangea Subdivision Phase 2, adds floodplain advisory note

On July 15, 2024, the Bell County Commissioners Court approved the final plat for Mangea Subdivision Phase 2, a 2.012-acre, four-lot subdivision in Precinct 3 north of Heidenheimer.
County engineering staff member Brian presented the plat, identifying Thomas Munguia as the owner. Brian said the four lots are roughly half-acre parcels served by Bell County WCID No. 5 for water and that each lot will use on-site septic systems. He noted a Zone A (unstudied) floodplain crosses part of the site and told the court that Turley had performed a preliminary study for Lots 3 and 4 that suggests finished-floor elevations for those lots should be acceptable, but that a hydraulic study for the FEMA map segment has not been completed.
Brian said the county typically adds a plat note advising builders to contact the county floodplain administrator to determine whether a permit is required if building in the floodplain, and he said the applicant agreed to add that note before the plat is filed: "They said they're willing to put that note on there," Brian reported.
Commissioner Schuman moved to approve the final plat; Commissioner Schneider seconded. The court approved the plat by voice vote, with the presiding official announcing the motion carries.
The approved plat includes the floodplain advisory note and will be filed after the applicant incorporates that note, per Brian's presentation.
