Bell County Commissioners Court approved several administrative and land‑use items Aug. 12 including a final plat for a new subdivision, renewal of an education memorandum of understanding, and a real‑property sale after closed session.
Final plat: County staff presented Flint Ridge Estates Phase 2 (45.312 acres; 65 lots). The presentation covered constructed roads (in warranty), right‑of‑way dedication (50 feet), drainage and utility easements, and pavement sections. The court approved the final plat by voice vote; one commissioner recorded an abstention during the vote.
Inmate education MOA: The court authorized renewal of a memorandum of understanding between Temple College Adult Education & Literacy Program and the Bell County Sheriff’s Office to provide high‑school equivalency, ESL, reentry and transition services to eligible inmates. A county representative said the renewal is grant‑funded and carries no cost to the county.
Property disposition: After an executive session under Texas Government Code §551.072 to deliberate a real‑property transaction, the court returned to open session and voted to sell the Penelope Street property in Belton to the highest cash offer as disclosed in the contract (identified in the motion as David Kaylee / Dave Covington / Barrett Covington) for $805,000. The sale motion passed with four ayes and one abstention.
