Bell County court approves submission of $400,000 veterans assistance grant

Bell County Commissioners Court voted on Nov. 4 to submit a $400,000 Veterans Assistance Fund grant application to the Texas Veterans Commission for July 1, 2025–Aug. 31, 2026.

County staff explained the application at the meeting and said the allowable financial-assistance items were revised during final application preparation. "Originally, we had wanted to include mental health counseling and therapeutic services under this grant, but they are not available as financial assistance options under this grant," a county staff member said, adding the county will reallocate those budgeted funds toward housing and utility assistance.

Staff said the application requires no local match beyond administrative support and, if awarded, would fund a secretary position to support the Veterans Service Office (VSO) and other administrative costs tied to the program. Staff estimated that the position budgeted in the grant would be roughly $36,000 annually with fringe bringing the 14-month cost to about $51,000, and that the grant covers space and technology allowances.

Commissioners asked about prior grant experience and administrative burden; staff said prior rounds required substantial administrative work but they expect improved processes and will staff the workload with VSO personnel and auditor's office staff. The court voted to approve submission of the application and designated the Bell County Judge as the authorized official for the grant.

If awarded, the grant would support housing, utility, funeral, transportation and similar assistance primarily for veterans and surviving spouses; staff said decisions about specific client assistance will follow the program's eligibility rules and the grant contract.
