The Bell County Commissioners Court on Nov. 12 authorized the county judge to enter an agreement with the National Commission on Correctional Health Care to provide technical consulting services related to the county's request for proposals (RFP) for inmate and juvenile medical care.
The contract was described during the meeting as a technical advisory engagement to help assess staffing matrices, clinical staffing levels, and other technical elements of incoming RFP responses. The court noted the RFP is for a multi-year, multimillion-dollar contract that could be among the largest service contracts the county awards.
The motion authorized a not-to-exceed amount of $26,250 plus expenses for a comprehensive review. The proposal included lower-cost options depending on the number of responses reviewed: $15,002.50 for reviewing four responses and $20,007.50 for reviewing five to six responses. Commissioners said responses to the RFP are due next week (the transcript indicates Nov. 19). A motion to approve the authorization was made, seconded, and carried by voice vote.
No commissioner opposed the authorization. County staff and the review team members present were acknowledged for their work preparing the RFP and materials for the consultants to review.
