Rock County staff say only about $39,200 in ARPA funds remain to obligate before Dec. 31 deadline

Jody Serber, an analyst in the Rock County administrator’s office, told the board on Nov. 14 that the federal obligation deadline for American Rescue Plan Act (ARPA) funds is Dec. 31, 2024, and that the county has only a small amount likely to remain unobligated.
Serber said that as of the last quarterly report (Sept. 30) about $22.9 million of $31,729,599 ARPA dollars had been reported as obligated, leaving roughly $8.8 million that was still in process. After recently awarded projects and contract wrap‑ups, Serber estimated the unobligated balance that must be obligated by Dec. 31 at approximately $39,211.46.
Because funds not obligated by the federal deadline must be returned, Serber recommended the quickest way to secure the small remaining amount is to increase funding for already‑approved projects and finalize contracts or MOUs before Dec. 31. She said a resolution will be needed at the board’s last meeting of the year (Dec. 12) and offered to circulate a full list of ARPA‑funded projects so supervisors could submit suggestions; Interim Administrator Randy requested suggested projects be submitted by the following Monday to give staff two days to compile options for the Dec. 12 packet.
Supervisors discussed timing and asked for the full list of awarded projects, which staff agreed to distribute. No reallocation vote was taken at the Nov. 14 meeting; staff will prepare materials for the Dec. 12 meeting.
