A county HHS staff member described a proposal to create an economic-support supervisor position to relieve the lead worker of conflicting consortium duties and provide dedicated local supervision, training and performance monitoring.
Presenters explained that the consortium model (which serves several counties) assigns certain duties — including call-queue time and consortium-specific tasks — to a lead worker, which constrains hands-on training and local supervision. The supervisor role would focus on day-to-day operations, policy updates, staff coaching, performance evaluation and comparing multiple systems for quality control. Staff said the change would not increase county levy because it would be covered within the consortium-maintenance-of-effort budget and that the plan assumes removing one worker slot while adding a supervisor.
Committee members asked whether the decision needed additional county-board approvals. Staff replied the item would move through finance and personnel once a complete job description is available. The committee voted to send the position proposal on to finance and personnel for classification and budgeting review.
