Human Services awards senior dining and home-delivered meals contract to Atlantis Valley after quality concerns with incumbent

Jefferson County's Human Services Board authorized a contract with Atlantis Valley Foods for the senior dining and home-delivered meals program after staff found the incumbent, Fyles Supper Club, had repeated noncompliance issues. Jefferson County human services officials on Dec. 5 authorized a two-year contract with Atlantis Valley Foods LLC to provide senior dining and home-delivered meals for 2025 and 2026 after a procurement review found the incumbent vendor, Fyles Supper Club Inc., was not a qualified proposer.
County materials show the program supplies persons 60 and older with meals that meet one-third of dietary reference intakes and offers socialization opportunities. Two proposals were received: Fyles ($6.45 per meal) and Atlantis Valley ($8.50 per meal, with price guaranteed through 2026). While Fyles offered the lower price, staff and the ADRC advisory committee found instances of noncompliant or inadequate meals from Fyles over the past year, including improper food temperatures, spoiled items, failure to accommodate menu adjustments, meals lacking appropriate vegetables or proteins, and unresponsiveness to attempts to address issues.
Human Services staff and the Human Services Board determined Atlantis Valley to be a responsible and responsive vendor and authorized the human services director to contract with Atlantis Valley for the program. Supervisor Coates moved the resolution and Supervisor Roberts seconded; the board approved the measure on voice vote.
Staff said funding for the program is included in the 2025 budget and no budget amendment was necessary.
