Jefferson County approves budget amendments and an ARPA-funded communications contract

County finance staff said the 2025 budget process showed inadequate levy capacity to fund both ongoing operations and capital requests. The finance committee recommended using fund balance to finance some 2025 capital purchases and directed staff to explore alternative financing options for 2026. The committee also recommended reclassifying a full-time IT specialist in the sheriff's office as a limited-term position, which staff said has a net-zero effect on the 2025 budget.
As part of the package, county administration presented a proposed contract with Carl James and Company for public relations, marketing and communications. Staff said that procurement will use the exception in 2 C.F.R. A7 200.32(c)(2) and that the contract will be paid from ARPA funds.
The resolution to amend the 2024 and 2025 county budgets required a two-thirds majority to pass. The board voted by tablet; Supervisor Herbst reported 26 yes, 1 no and 3 absent. The resolution carried and authorizes the finance director to make necessary budget adjustments specified in the motion.
