Staff explained that three adjacent parcels near the bypass — currently heavy industrial — back up to farm residence zones and already have houses and agricultural uses; changing the zoning to farm residence would allow the owners to keep or add horses and pursue a conditional-use permit for a commercial recreation use (therapy horses). Planning commission testimony, including support from a nearby landowner (Pete Inches), was summarized by staff.
Councilor Speaker 4 moved and Speaker 2 seconded the motion to approve the first reading and set a public hearing; the motion passed by voice vote. The public hearing is scheduled for Sept. 24, when the ordinance would be considered for adoption.
No substantive amendments were made at first reading; the ordinance proceeds to the public hearing for final action.
