Barron County board adopts zoning appointment language, budget resolution and schedule change

The Barron County Board of Supervisors on June 17 approved multiple ordinance and budget measures after deliberations that included questions about hiring authority and municipal procedure.
On a contested amendment to the county land-use ordinance, the board voted to specify that the zoning administrator is an appointed position "appointed by the county administrator." The amendment passed by a recorded tally of 17 yes, 7 no, 1 abstain and 3 absent. Supporters said the change simply clarifies who appoints a successor when the position becomes vacant; opponents urged more review at the zoning committee level and expressed concern that specifying appointment authority in ordinance language differs from other department hiring practices.
Earlier in the zoning discussion the board approved a wording amendment to the ordinance’s definition of "bathroom" (a cleanup to remove ambiguous phrasing). The bathroom-definition amendment passed by voice/roll call with 25 yes and 3 absent as recorded in the minutes.
The board also adopted a resolution establishing the 2025 county budget (motion by Supervisor Cook, second by Supervisor Moen). The main motion with two amendments was recorded as passing 23 yes, 2 no and 3 absent. The board approved 2025 budget preparation guidelines and timeline (dates updated) in a subsequent, separate vote.
Other administrative actions at the meeting included designation of public depositories (discussion of competitive selection and an investment committee process), adoption of Sheriff-related fee resolutions, and appointments to county boards and commissions. The board voted to change the July County Board meeting date and time to Monday, July 22, 2024 at 9:00 a.m.; that motion passed 19 yes, 6 no and 3 absent.
Several supervisors asked for additional review where language or process implications were raised; the chair placed a broadband/BEAD endorsement-language item on the executive committee agenda for July 1 for further review before any final county endorsement is given. The board adjourned by unanimous consent at 8:07 p.m.
