Chippewa County board approves broadband endorsements, security upgrades and multiple health and administrative resolutions

At its Dec. 10 meeting the Chippewa County Board approved endorsements for multiple broadband BEAD applicants, authorized courthouse security upgrades including facial-recognition-capable cameras, approved sale of a former firearms range, several health and human services resolutions, and authorized contract negotiations with the county police union.
The Chippewa County Board of Supervisors on Dec. 10 approved a set of resolutions covering broadband endorsements, courthouse security upgrades, property disposition and health-and-human-services requests.
The board endorsed three broadband applicants for grants administered by the Wisconsin Public Service Commission (BEAD/BED program): Anterra/Naterra LLC (Resolution 46-24), Mosaic Technologies (Resolution 47-24) and Charter/Spectrum Mid-America LLC (Resolution 48-24). The endorsements are administrative; the chair clarified they do not obligate county funds. Mosaic staff told the board endorsement carries points in a 100-point scoring system and discussed preliminary project units and service targets.
The board approved Resolution 50-24 to implement additional courthouse security measures, including locking some public entrances, installing fob readers, new steel doors and upgraded alarm/duress systems. The package includes a proposal to convert 64 security cameras to “facial recognition capacity” with a 10-year service plan; staff said the system would allow authorized users to upload photos of "persons of interest" to alert law enforcement if detected.
Other approved actions included authorizing the sale of the former public firearms range property (Resolution 501-24), approving the 2025–2027 Aging & Disability Resource Center plan (Resolution 502-24), resolutions urging state support to create an inpatient psychiatric facility in northern Wisconsin (Resolution 503-24) and requesting full state funding for crisis and community support programs in the 2025–27 biennial budget (Resolution 504-24). The board also authorized opening negotiations with the Wisconsin Professional Police Association on a successor collective bargaining agreement (Resolution 505-24), with the motion amended to adjust effective-date language.
The board voted 18–2 to enter closed session under Wisconsin Statute 19.85(e) for competitive bargaining and negotiation reasons related to contract talks.
Next steps: many of the adopted resolutions instructed staff to follow up with letters to state officials or to initiate administrative steps (appraisals, sealed bids, vendor agreements). Where no roll-call tally was recorded in the packet, the chair announced each resolution as approved on the record.
