Barron County extends CDBG COVID grant for Salvation Army transitional housing project

Barron County supervisors unanimously approved an extension for a Community Development Block Grant (CDBG) COVID-era project operated by the Salvation Army to convert a former nursing home on County TT into transitional housing.
County staff and project partners briefed the board on delays caused by COVID-era supply issues and structural problems in the larger building; staff said the county acted as a pass-through for the CDBG funds and that the Department of Administration (DOA) supported additional funding and the project retooling. Dave, speaking for the project, described the facility as transitional housing for people exiting treatment and emphasized the Salvation Army’s role in case management and stabilization.
A motion by Supervisor Thompson, seconded by Supervisor Hansen, to approve the extension (discussion referenced completion targets through Dec. 31, 2025) passed 28-0. Supervisors noted Representative Dave Armstrong and Cedar Corp assisted in obtaining additional funds and project support. Clerk will record the extension in the project file and staff will continue coordination with the Salvation Army and DOA.
