Council grants conditional use for Everwood Acres, denies billboard variance and rezoning requests

The Morris City Council approved several land-use decisions after planning commission recommendations at its regular meeting.
After a staff presentation, the council voted to grant a conditional-use permit to Leslie Berry for Everwood Acres, allowing the If Wishes Were Horses Foundation to continue providing horseback-riding programs for people with disabilities. "So that was the first one they did... the planning approve the conditional use permit for Lehi Berry and Everwood Acres," staff said. A council member moved to grant the permit and the motion passed on roll call.
The council also considered a variance request from Priority Investments for an oversized billboard at 4 East State Highway 28. Planning staff and speakers in attendance recommended denial on the grounds that the proposed sign exceeded height and size limits and did not meet variance criteria. The council voted to deny the variance.
Finally, the council denied a rezoning request from Inkstead Media for two parcels (parcel numbers stated on the record). Planning staff reported neighborhood opposition, concerns about wildlife and unsuitable conditions for dense residential development (water/sewer limitations and wetlands), and the planning commission recommended denial; the council agreed and voted to deny the rezoning.
All three actions were taken as separate motions with roll-call votes recorded by the city clerk.
