The Village of Hortonville board voted to adopt its 2025 budget and approve the tax levy after a public hearing and deliberation. Following a staff presentation, a motion to adopt Resolution R‑31‑24 was made, seconded and carried.
Village staff told the board that "the village budget is balanced" and that the village portion of the tax rate will rise by about $0.11 per $1,000 of assessed value, a change staff attributed primarily to increased debt service tied to a recently purchased fire truck. Staff also said the overall budget increased about 1.44%, in line with net new construction used in the village’s levy calculations.
The presenter noted that some state shared revenues (lottery aid) fell by about $30 and that tax revenue from new construction projects such as Grandview and the West Wind phases will be realized only after buildings are completed and billed (tax effects generally appear in the year after construction is on the assessment roll).
Board members and staff discussed timing and distribution of tax changes. Staff cautioned that village residents will see only village changes in the current levy; school, county and other taxing jurisdictions’ changes also affect property tax bills and are set independently by those bodies.
The resolution adopting the budget passed by voice roll call; the board then closed the public hearing and moved on to other agenda business.
What happens next: staff will finalize budget documents and implement line‑item allocations for the coming year; no further board action on the adopted 2025 general levy was recorded at the meeting.
