The New Richmond City Council approved updated citywide standby policies after a staff presentation outlining changes across departments.
Staff said the proposed policy would count paid time off (PTO) as hours worked for purposes of earning overtime, establish straight-time standby credits (for example, 16 hours for public works and electric staff while on standby), and maintain time-and-a-half pay for call-outs with a two-hour minimum. For snow events the policy would establish at least three active employees plus one standby employee for major storms and provide a $50 stipend for weekend coverage; the stipend is paid even if no call occurs.
For holidays, nonexempt employees who work on a holiday would receive double time for hours worked; exempt supervisory staff on standby would receive a floating holiday and flex time rather than double pay. The fire department would—going forward—have a minimum of six firefighters on holiday standby who must remain in the area, be sober and be available to respond; those firefighters would receive a stipend in addition to pay for any calls.
Staff recommended approval of the final policies as presented; a council motion to approve carried on roll call. City staff said implementation details will be coordinated with affected departments.
