Oshkosh staff say Energy Innovation Grant contract delayed; spending deadline remains summer 2025

City staff told the Oshkosh Sustainability Advisory Board on Sept. 5 that the Energy Innovation Grant (EIGEP) contract remains under review by awardee attorneys, delaying implementation by an estimated two to three weeks.
Emma, who provided the update, said attorneys for awardees flagged issues in the draft contract and the state and awardees are working through them. She told the board that the spending deadline for the grant award is approximately June 2025, and that the city and other awardees are waiting for finalized contracts before beginning implementation and creating plans.
"The contract is still in the works... their attorneys found some issues with it," Emma said. Staff added that if the timeline slips staff typically find the state is willing to provide scheduling flexibility to ensure projects can be completed.
No formal decisions were made at the meeting about project details or timelines; staff said they will report back after the contract is finalized and when an implementation schedule is available.
