Oshkosh council adopts 2025 budget, issues bonds and approves major contracts

Council members approved resolution 24590 adopting the 2025 budget and setting the tax levy after an extensive discussion about the use of general fund reserves and new full-time positions. Councilors described the budget as the city's priority document; officials said the adopted levy represents a net tax levy reduction in the low single digits compared with prior year assessments, with several council members offering slightly different percentage figures during debate (one described a 1.379% levy reduction; another later referenced a corrected figure near -1.17%). Staff said roughly $3.6 million from the general fund was used to address assessment and rezoning impacts this year.
At the same meeting, the council approved financing measures including authorization to issue general obligation promissory notes (resolution 24587, not-to-exceed $17,415,000) and revenue bonds for the water and sewer systems (resolutions 24588 and 24589, not-to-exceed $5,775,000 and $4,330,000, respectively). Council also approved resolution 24591 to finance 2025 capital improvement projects.
Councilors praised the collaborative budget process but also flagged long-term sustainability concerns tied to one-time general fund uses and the addition of 11 full-time employees. Council members asked staff to pursue efficiencies, consultant reviews and additional grant sources to limit future levy pressure.
In separate votes, the council approved an agreement with Passport Labs Inc. for parking enforcement and permitting software (resolution 24586), and awarded Public Works contract 25-07 to Karl Bowers and Sons Construction Company for West Fifteenth Avenue reconstruction (resolution 24592). Officials said the Passport Labs contract is intended to streamline online permit processing and reduce in-person cash transactions for residents.
The meeting closed with direction for staff to bring forward any required CIP amendments or contract approvals should further consultant recommendations or emergency measures be needed.
