Oshkosh approves MOU and lease amendment with Grand Oshkosh for Opera House expansion

The Oshkosh Common Council approved two related actions Dec. 10 to support a planned expansion of the Grand Oshkosh performance venue. By resolution the council authorized a memorandum of understanding (Resolution 24-673) that formalizes the city’s intent to participate in a roughly $10 million capital project; Grand Oshkosh’s board has pledged to match $5 million of that total.
City staff and Grand representatives described project constraints: a prior contamination plume near the Gunderson Dry Cleaners site makes excavation beneath the existing building costly, so the preferred expansion is lateral, moving the building footprint toward Division Street. The MOU memorializes the city’s financial commitment and the procedural steps for fundraising and approvals. Deputy Mayor recused from the vote because of an employment relationship with the Grand Opera House; the remaining council members carried the MOU vote.
The council also approved Resolution 24-674 to amend the Grand’s lease and operating agreement, granting the Grand longer-term extensions of its operating agreement (multiple five-year extensions were discussed) so the organization can show long-term stewardship to potential donors. City staff said the operating agreement is funded through room tax revenues and includes an escalator clause for funding. Council members characterized the agreement as a public–private partnership that will strengthen downtown arts and economic activity.
