Oshkosh council delays liquor-code changes pending zoning review and workshop

The Oshkosh Common Council on Dec. 10 voted to lay over proposed revisions to the city’s alcoholic-beverage licensing ordinance until associated zoning changes are ready for review. The ordinance (identified at the meeting as Ordinance 24-6670) would add new license classifications not currently reflected in the zoning code. City Attorney Lawrenson and outside counsel Colin Schaffer (available by video) explained the need to coordinate definitions and appropriate zoning districts for new license types.
Councilmember Nichols moved to lay the ordinance over until the related zoning ordinances are drafted; the motion included a request that staff provide a memo detailing what would change, how many liquor licenses exist, and how issuance might be affected. Multiple council members said they favored a broader workshop to discuss the issue and avoid moving forward with code changes without fuller discussion. "I just want to understand what the impact is... how this change will affect unissued or reissued licenses," Nichols said.
The motion to lay over carried 7-0. Councilmembers asked staff to schedule a workshop and to prepare the requested memo so the council can evaluate changes to licensing and zoning together before taking final action.
