McMinnville committees approve equipment purchases, appointment; water meter purchase sent to full board

McMinnville committee and board members approved several routine purchases and an appointment at meetings spanning the city's public-safety, streets and sanitation, parks and recreation, and full-board sessions.
At the Public Safety Committee meeting, staff presented a quote from GT Distributors to buy 18 ballistic vests, including plates and outer carriers, and said the product is lighter and frees up utility-belt equipment. The committee voted to purchase the vests after members acknowledged the quote of $21,004.48 exceeded the $15,000 that had been budgeted for fiscal 2024–25; the chair said a budget amendment would be required to cover the difference.
Streets and sanitation approved acquisition of a MowerMax boom mower to replace an older boom unit. Staff described two separate quotes: one for the tractor package and a separate quote for attachments such as the swivel head. The board approved the purchase after a motion and second.
Parks and Recreation approved a standard two-day rental for Parkview, planned for Dec. 21; the presenter said the rental carries no special privileges and that insurance would be provided for related events. The committee also heard a brief recap of a recent community event with roughly 300 attendees.
The Water & Wastewater Committee discussed replacing failing meter heads and battery-powered components and estimated an immediate need for hundreds of meters as new developments come online. The committee moved the purchase request to the full board for consideration.
At the city board meeting, the board approved Resolution No. 2024-52 authorizing the city administrator to issue a Public Works purchase order (roll-call recorded and the motion passed). Mayor Chastain asked the board to appoint Petra Dunlap to Warren Public Utilities; the board approved the appointment by voice vote.
Several actions recorded at the meetings will require follow-up steps: a budget amendment for the ballistic vests and full-board consideration of the water-meter procurement. No ordinance readings or long-term policy changes were adopted during these sessions.
