The planning commission on Nov. 19 approved a design-standard variance permitting the closure of one window and one door on the front facade of a single-family home at 1120 Olsen Avenue and the installation of a transom window. Staff said the house was built in 1964 and that the proposed facade revision reduces total front window/door area from roughly 145 square feet to 124 square feet (about a 14.5 percent reduction), exceeding the 10 percent administrative allowance built into the ordinance, so commission approval was required.
Planning staff reviewed the submitted front-facade drawings and concluded the proposed changes would not unacceptably harm the house's architectural integrity, the character of adjacent properties or curb appeal; staff recommended approval with conditions listed in the staff report. Commissioners asked about the regulation’s history and staff said the frontage/window-door requirement was added in 2013.
No public comment was offered and the commission adopted the staff findings and recommendations by roll call, motion carried 8–0.
