Library board reviews capital plan with $30,000 nursing room and debate over $1,000,000 HVAC replacement

At the Aug. 20 meeting, the West Bend Community Memorial Library board reviewed a multi-year capital plan that lists several facility projects and large-ticket items. The plan presented by Unidentified Speaker 1 and discussed by the library director (Unidentified Speaker 3) included a proposed $30,000 nursing room, $50,000 in security modifications, $45,000 for window blind replacement, $50,000 to replace front-slate with carpet for safety, an $80,000 parking-lot resurfacing (2026), a one-time $180,000 automated materials handler and a generator replacement estimated at $320,000.
The library director said the HVAC unit may cost about $1,000,000 to replace. She reported differing contractor opinions: one contractor indicated the whole “mammoth” rooftop unit might need replacement, while another said components could be replaced incrementally. “The total cost of, dollars 1,000,000 to replace, I believe it was just a mammoth unit,” the director said. She recommended repairing components that fail rather than replacing the entire system immediately.
Board members flagged the capital spreadsheet for further review. Unidentified Speaker 1 emphasized that the $30,000 nursing room is a proposal to be discussed further and noted trade-offs, saying materials purchases are a high priority: “I think materials are more important than setting up a nursing room.” The director said the library currently has no dedicated private nursing space for patrons or employees and that modifying an existing room is an alternative to an off-the-shelf nursing pod.
Staff will circulate the detailed capital spreadsheet to the board and place capital improvements on next month’s agenda; the board set Sept. 17 as the next meeting for further consideration.
