West Bend committees approve labor deal, write-offs, donations and project transfers; council accepts consent agenda

During the Nov. 11 meetings that preceded the Common Council session, the Finance Committee approved several items that the council later accepted on its consent agenda.
The committee voted to present and approve a 2025 collective bargaining agreement between the City of West Bend and Dispatchers and Clerical Union Local 503 after brief, positive negotiations, city staff reported. Committee members then approved a request from Finance director Carrie to authorize write-offs for three lists of uncollectible accounts: a larger group of ambulance invoices billed through 3 Rivers Billing, a small group of 2022 miscellaneous service invoices and a list of 2021 delinquent personal property taxes from businesses that have ceased operations. Carrie presented amounts for each list and asked the committee to deem the grand total uncollectible; the committee approved the request.
The committee also approved multiple donations to city departments. The fire department accepted donations (including $100 from Richard Cohn, $150 from the West Bend Women—s Club, $500 from Marie Jors and $500 from Lonnie Casey) earmarked for the department—s smoke-detector and carbon-monoxide detector programs. Parks staff presented an extended list of donations: $2,000 from the Gears organization for Recreation Division activities, $1,280 from West Bend Friends of Parks and Recreation for youth football T-shirts, $540 from Riverside Disc Golf Club for the Riverside Disc Golf Course, $5,000 from the West Bend Kiwanis Early Risers Foundation toward library basement renovations (the fifth installment of a $50,000 pledge), $72,490 from the Ice Age Trail Alliance for a 50-foot bridge and 200 feet of boardwalk at the Strickland/Marth trailhead, and $7,025 from the West Bend Athletic Association for an LED scoreboard at Quass Creek Park.
Parks staff also requested a $1,500 transfer from the YARC account to supply Special Olympics programs and a $2,679.64 transfer from Project Seek funds into a capital account to help with site preparation at the Loch La Ronne Conservancy Nature Playground. The committee approved both transfers and accepted the donations; the items were included on the council—s consent agenda and approved by the council by voice vote.
Committee members thanked staff and donors and noted that some projects (for example, elements of the nature playground) remain unfunded and will require additional work and funding decisions in the future.
