The West Bend Plan Commission on Oct. 1 approved a site plan and conditional-use permit allowing Bauer Holdings to add a riverside deck, stairs and patio at 151 North Main Street in the city’s Flood Fringe Overlay District.
Planning staff described the project as a roughly 20-by-7-foot deck with egress stairs, patio improvements, new concrete with stamped design where asphalt exists, permeable paving at entrances and façade work including an off‑white paint with dark trim and composite siding over a masonry portion of the garage. Staff also said the project includes a screened refuse area that must be relocated outside the floodway into the floodplain; staff will finalize that relocation once an updated FEMA study for the Milwaukee River is complete.
“An analysis has been done for this, and the engineer has concluded that there will be no negative impact of the floodplain or the flood wave with the improvements that are proposed,” planning staff Jim said, and he recommended that the commission approve both the conditional use and the site plan with listed conditions.
The commission opened a public hearing and invited comment; no members of the public spoke and the hearing was closed by motion. The commission then approved the site plan (motion moved and seconded, voice vote) and approved the conditional-use permit for work in the flood fringe (motion moved and seconded, voice vote). The minutes record the motions carried by voice vote; no roll-call tallies were recorded in the transcript.
Commissioners asked technical questions about the proposed stairs and garage doors; John of planning staff and a Parrish Engineering representative explained the apparent conflict was an artifact of how the elevation section was cut and said there is about 30–35 feet of clear area on each side of the stairway for access. Staff said it will work with the developer to relocate the screened refuse enclosure outside the moving waters of the floodway while keeping it in the floodplain as allowed and subject to the pending flood study.
The approvals were conditional on the listed staff conditions and the completion of required flood‑study updates. The commission thanked the applicant’s representatives and closed the item.
