Plan Commission schedules Sept. 3 hearing on TID 16 project-plan amendment to fund road improvements (estimated ~$2.5M)

The West Bend Plan Commission on July 2 voted to schedule a public hearing for Sept. 3, 2024 on a proposed project-plan amendment for Tax Increment District (TID) #16 that would authorize spending TIF funds for road improvements, including work on Indiana Avenue north toward Kilbourne Avenue.
Planning staff explained the district’s performance—four projects approved by City Council, two of which are under construction—has strengthened the TID’s capacity. The joint review board indicated favorable views about amending the project plan to include road expenditures. Staff summarized traffic impacts, noting increased northbound traffic to the intersection and that expenditures from a TIF are typically used for nearby infrastructure improvements within approximately a half-mile radius of the district.
During the discussion, participant Max (identified in the meeting) said Conco Engineering Group prepared a preliminary cost estimate of about $2.49 million (rounded in discussion to $2.5 million) for road work extending to Kilbourne Avenue. Commissioners noted that We Energies has a site that may be moved pending state approval, which could free up land inside the TID for future development; staff said any We Energies relocation would likely not occur before 2026.
The commission set the public hearing for Sept. 3; the item will also require City Council action and joint review board approvals before any TIF expenditures are authorized.
