The commission cited concerns about wetlands/stormwater, private‑road design, narrow setbacks, lack of green space and potential impacts on emergency access. The commission voted to deny the overlay and then denied the associated site plan and CSM.
Approved items - Conditional use permit (B1) approved to convert an existing two‑family residential building at 933 Hickory Street to single‑family use; staff had no adverse comments and recommended approval. - Conditional use permit (B2) approved to construct a new single‑family home at 2050 Willow Lane in an RD2 district with a reduced average yard setback consistent with surrounding properties; staff recommended conditions to ensure two on‑site parking stalls and discussed fire‑hydrant and parking concerns with neighbors. - Site plan approval granted for a 90 by 30 foot airplane hangar at the municipal airport (well and holding tank required; county permits required for tanks). Staff recommended approval with conditions and noted the common council previously approved the lease in May. - Site plan approval granted for exterior renovations and parking reconfiguration at 1539 North Main Street (B3).
