Common Council authorizes Washington County GIS shared-services agreement
Summary
The Common Council approved a resolution to authorize a shared-services agreement with Washington County GIS after staff turnover left a one-person GIS shop; the county will provide broader GIS capacity at roughly the cost of a single employee and the arrangement is under legal review.
The Common Council voted Oct. 21 to authorize city staff to proceed with an agreement that would have Washington County provide GIS services to the city under a shared-services model.
City staff explained the move followed a recent retirement in the city's GIS program and that working with Washington County gives the city a larger team and greater capacity than retaining a single employee. Jay/administration (Speakers 1 and 14 introduced the item) said the draft agreement is under review by both the city and county attorneys; the county executive committee has recommended forwarding the arrangement to the county board.
Eric Damkom (Washington County GIS director, Speaker 11) described the county's experience providing GIS support to several nearby municipalities and said the shared-services model will cost roughly the same as one employee while providing an entire team and more services, including maintenance, asset-management support and map products. He said his office has already provided ad hoc assistance while negotiations proceeded.
Council members expressed support for the partnership. A motion to approve the resolution passed by voice vote; staff will finalize the agreement with legal counsel and return any required documents to the council for ratification or implementation steps as needed.
