Newport approves seawall design, park court restoration and equipment contracts

"This captures one of several strategies ... to mitigate flooding ... as a result of sea level rise and the impacts of climate change," a council speaker said.
The Department of Public Services also recommended awarding a Murphy Field Tennis and Basketball Court Restoration contract to Hartford Paving Corporation for a total project not to exceed $270,429.58 (budgeted). Director Wheeler explained extensive cracking and life‑cycle issues on courts and said the work includes replacing court fencing fabric and installing updated safety backboards. Councilors asked about costs and procurement; staff said four bidders responded and the award was consistent with the CIP budget.
The Police Department's recommended purchase of two Harley‑Davidson police motorcycles to Russ Ocean State Harley‑Davidson for $39,100 was approved as the lowest responsive bidder. Separately, the city extended an amendment to a Water Division professional services contract with Wright‑Pierce for manhole inspections and RPR services not to exceed $94,500, funded from the Water Pollution Control Fund capital account.
Council voted to approve each of those recommendations; staff noted that the projects are budgeted and framed them as part of ongoing maintenance and resilience work.
