Commissioner Irvin moved to authorize a dual option allowing employees to enroll in both flexible spending accounts (FSA) and health savings accounts (HSA). The board approved the motion on roll call after staff said insurer pricing will be provided by Spencer by the 11th so the county can finalize enrollment options. "We need to move forward authorizing the dual option on our FSA, HSA plans for our employees," Irvin said before the motion.
The board also considered a resolution to use inherited tax funds for a grant referenced in the meeting packet; staff cited Southwest Nebraska Juvenile Services and a grant amount of $74,073. Commissioners said next year—s budget will include a line item for the program and the resolution was approved by roll call.
Road department staff presented an updated "permit to occupy county road right‑of‑way" using a template some counties adopted through NACO; the form would increase fees and allow the board to require bonds for larger projects. Commissioners asked about fee and bond levels; staff said the Lincoln County version solved many permitting issues and recommended adoption. The board moved to adopt the new ROW permit and voted in favor.
On claims administration, staff described a jail services claim filed late (services performed in March 2023 but claim submitted in November). Commissioners authorized Sandy to prepare and send denial letters for late claims; the motion passed by roll call.
An executive session to discuss personnel matters was also approved during the meeting; the motion said no decisions would be made during the session and roll call authorized entry into executive session.
