Parks board backs transfer of contingency and community‑foundation request to finish Pollock Pool replastering

Parks staff told the advisory Parks Board on Oct. 14 that the replastering project at Pollock Community Waterpark has encountered additional repairs and change orders that raised the project cost to about $448,000.
Staff recommended funding the work with a $250,000 transfer from contingency left over in the recently completed park operations/administration facility project and by requesting approximately $197,000 from the maintenance endowment held at the Oshkosh Area Community Foundation. Staff said the foundation account had a balance just over $1.3 million but that the agreement governing the endowment does not permit drawing the fund below $900,000.
Staff described the work as routine major maintenance that is typically required every 20–25 years and related the timing and budget decisions to past project sequencing (the Lazy River was replastered last year for about $300,000). Board members asked whether leaving roughly $75,000 in contingency would be adequate for remaining items; staff said they were comfortable keeping $75,000 because expected winterization/ventilation items were estimated in the $30,000–$40,000 range and a small list of remaining purchases would be covered.
The board moved and approved the funding plan as presented.
Next steps: staff will arrange the transfer and request to the community foundation and continue to monitor remaining small items this winter; the replastering work was reported as nearing completion during the meeting and weather permitting would be concluded in the coming days.
