Parks board backs $500,000 CIP reallocation to design new Reedsfield restrooms

Parks staff asked the advisory Parks Board on Oct. 14 to recommend reallocation of $500,000 in the 2024 capital improvement program (CIP) to design a restroom and concession building at the Reedsfield ball fields.
Staff said the existing restrooms at the REITs are among the oldest in the park inventory and have generated increasing complaints from ball‑diamond user groups, boaters and general park users. Given rising overall project costs and uncertainty about receiving a larger one‑time CIP allocation for the full project, staff proposed using the available $500,000 now to design and bid a replacement restroom/concession building and to phase ball‑field improvements over subsequent years.
Engineering and planning staff provided preliminary input and did not identify major obstacles to rebuilding the facility in approximately the same location. Board members raised questions about the extent of infrastructure replacement (sanitary sewer, stormwater, water laterals, parking reconstruction) and whether those costs would be required in initial phases. Staff said stormwater management would be addressed when the parking lot work is done and that they will design to applicable city ordinances.
Board discussion centered on phasing and timing: staff proposed designing and bidding during the winter/next spring, keeping the current facility for another season, and starting demolition and construction after the softball/baseball season ends so a new facility could be in place for the 2026 season. The board moved and approved forwarding the $500,000 reallocation recommendation to council.
Next steps: staff will include the reallocation in their recommendation to the common council and show proposed shifts in the CIP during the next CIP cycle; further design and environmental/stormwater review will be completed as part of the design process.
