Commissioners weigh procurement rules as sheriff seeks SB22-funded vehicles

The Callahan County sheriff told the commissioners on March 10 he intends to solicit bids for a 2025 Chevrolet 3/4-ton pickup and proposed purchasing a Polaris utility terrain vehicle (UTV) for off-road search and response, both funded from Senate Bill 22 allocations.

At the start of the sheriff's report, he said the department is seeking replacement equipment because older trucks are showing mechanical issues. The court voted to take bids for the 2025 Chevrolet pickup with SB22 funds. The sheriff later described the UTV proposal, saying it is useful for deployed searches: "It's a lot easier to get around in a side by side," he said, recounting past missing-person searches where off-road vehicles were helpful.

Commissioners pressed on procurement rules for purchases between $15,000 and $50,000. One commissioner said the county policy requires three written quotes for purchases in that range and that the court typically reviews items above $50,000; others questioned whether commissioners or other elected officials have discretion below the $50,000 threshold. The court did not make a motion to approve the Polaris purchase and left the item for further review of the purchasing policy and eligibility under SB22.

The sheriff also reported some SB22 spending constraints and that certain uses (for example, salaries) may be restricted by the statute; he said equipment purchases are among commonly eligible items but department staff will verify compliance.

The court directed staff to review the purchasing policy and determine whether the proposed UTV purchase requires court approval or may proceed under departmental discretion; the pickup bid solicitation will proceed as authorized.
