Chambers County accepts 7.5-acre drainage easement from Goose Creek ISD, approves related improvements

Chambers County commissioners on Jan. 28 approved a memorandum of understanding with Goose Creek Independent School District that accepts a 7.5-acre drainage easement and directs county staff to proceed with drainage improvements intended to reduce flooding near Chambers Parkway, the county soccer fields and adjacent subdivisions.
The agreement, presented by staff and a county presenter identified in the transcript as Nathan, follows a drainage study by TMP that recommended extending the Kilgore drainage channel and adding capacity in the watershed. “This extra 7 and a half acres was originally…a temporary fix, and then once we finish the project, it can revert back to the district,” the presenter said, adding that treating the parcel as a permanent easement would increase capacity and redirect flood flows.
County officials said the donated land, combined with engineering recommendations, will help control water that currently overwhelms the downstream system. Commissioners noted the partnership with Goose Creek ISD as a cost-saving measure because the district is conveying land that reduces the county’s need to buy property for the project.
Commissioner Dagley moved approval and the court voted in favor. Staff said survey discrepancies remain under review; the county expects to finalize surveys and execute the agreement with the district for presentation to the school board as soon as the school district’s meeting schedule allows.
The court’s action authorizes the county to move forward with design and bidding, and commissioners said TMP will present Chambers Parkway design plans at upcoming court meetings as the project progresses.
