Council approves RFP for library financial audits after residents request prior reports

The Smithfield Town Council voted Sept. 3 to advertise a request for proposals for financial audit services covering the Greenville and East Smithfield public libraries for the fiscal year ended June 30, 2024. Finance Director Caitlin Shonia said the libraries were carved out of the town and school audit to secure better pricing; the RFP is for a financial audit (not a performance audit) to identify any reportable conditions in the libraries' financial statements.
Resident Ken Azusa asked whether prior audit reports had been received; staff responded that the RFP is scheduled to open Oct. 4 and the town hopes to award the contract at the council's second October meeting so the audit can proceed and deliverables be available before next year's budget process. Shonia said the town historically paid for the libraries' audits and that the forthcoming financial audit will provide more detailed coverage of library financial operations than town-wide reporting did.
