Smithfield Council OKs $211,846 purchase of three police vehicles and related equipment

The Smithfield Town Council on Sept. 3 authorized the police department to purchase three fully equipped patrol vehicles from Colonial Municipal Group under a Plymouth County contract for $211,846.79 and to buy two rugged mobile data terminals from Island Tech Services for about $16,208.27. Deputy Chief Michael Smith presented the request and said the purchases will be financed through the Town of Smithfield Capital Lease Fund with repayments drawn from the Police Equipment Fund.
Council members discussed payment timing and confirmed the capital-lease structure staggers payments over four years, which officials said prevents a single-year budget spike. Deputy Chief Smith said the mobile data terminals will be installed in the new vehicles and noted that one vehicle already has an in-car computer; the terminals are being purchased as a sole-source item for compatibility with existing systems.
The council also approved a resolution authorizing the financing of both the vehicles and the mobile data terminals through the Smithfield capital lease program. Motions to authorize the purchases and to pass the financing resolution were moved, seconded and approved by voice votes.
The council did not provide a roll-call tally in the public session; decisions were recorded by voice vote. The council packet cited the Plymouth County contract procurement mechanism and the Smithfield Capital Lease Fund as the financing vehicle. No amendments to the purchases were made during the meeting.
