Staff said the extended term reflected capital-planning needs at the plant and institutional knowledge benefits after the town's engineer left during the procurement. Council members asked whether a shorter term would be preferable; staff replied contract length followed an evaluation of capital needs. Staff also said contract cleanup involved detailed technical and legal revisions.
A council member highlighted a proposed aeration-system update in the contract, saying it could save the town an estimated $12,000 to $16,000 annually in operating costs. The council moved, seconded and approved the bid award by voice vote.
