Oakley council approves consent items, licenses and permits; names library board appointee

At its Nov. 3 meeting the Oakley City Council handled a set of routine but policy-relevant items: approving consent items, renewing local licenses, adopting a copying-fees ordinance, and making a mayoral appointment.
The council approved minutes from the Oct. 20 meeting, an accounts payable register dated Oct. 31 totaling $177,134.29, and a time entry report dated Oct. 31 totaling $63,160.04. Two cereal malt beverage licenses were renewed: Casey's No. 2959 and Mittens Inc.; both renewals were for sale of cereal malt beverages in original, unopened containers and not for on-premises consumption.
Council voted to continue a $500 contribution to qualified full-time employees' flexible spending accounts. The council also adopted ordinance 1194 to set inspection and copying fees, citing an attorney general opinion that agencies may charge only actual cost and must use the lowest-paid qualified employee to calculate labor cost when assessing fees.
The council approved a special permit for a fireworks display after the light parade at a location to be approved by the fire chief on Friday, Nov. 28, 2025, and approved a $500 community sponsorship for the Christmas Village paid from the convention and tourism fund. Staff noted that utility disconnect notices normally sent the last working day of November will be moved to Dec. 1 because of the Thanksgiving holiday.
The mayor announced a forthcoming vacancy on the Oakley Library Board and the appointment of Katie Manhart to fill the position effective Dec. 31; the council approved the appointment unanimously. The council briefly entered executive session to discuss the administrator position and returned to open session with no action taken.
